I know this sounds simple but I'm using the latest version of IP and can I hell find how to make a forum appear as a sub forum on the forum's Index page.

Are you using th Stable Version or the RC?

first see this a simple structure

 

so lets try create subforum "Morto"

first thing go and crate forum in section where you want to be (like this)
 

now we want that "Morto" is subforum of "Test Forum 1" so we gona do this
 

and result gona be this
