I have 3 groups and apart from my single moderator of the panel can add or remove people.

Now I need to give power to someone else besides the moderator so that it can add or remove people from the groups.

As I do this only if the administrator and moderator of the group can?

Hi.

To give the power to add/delete users to any other user.
You should get inside that user in a group with that privileges.

So, you'd can become administrator to that/those users or become administrator with elevated privileges

Only admins and group moderators may ADD/REMOVE users in groups.
