I think you should be able to do that trought the CMS, just going to each page and adding the block.

 I try, but without success.
I would like to integrate it into the top section (once inside) for example, above:
Patches, Documentation And How To, General Support, Bugs, ,Translations ... etc

there is one way .. not so nice but if u wish u can try
i supose u are using RC1

so go in:
CMS>Global Blocks>add block
then do this
 

and result is this
 

   i dunno other way for now
