I have my settings in this way:

Public Galleries: only can post comments registered users.

Personal Galleries: all can view.

Today, I find guests comments in my personal galleries.

My first change was hide the personal galleries only for registered members.

How I can make available to see the personal galleries to ALL, but only registered members can post comments?

I get a little confused by all the permissions and such, but there is a setting for each personal gallery for who can comment.
Look for You can manage the categories in the gallery  link while visiting the personal gallery.

In: You can manage the categories in the gallery link while visiting the personal gallery.

I only have the option for create categories.

When in the manage view look for an Edit link to the right
