Hello, I write this, because in my forum in the downloads section, when I apply the permissions for users, note that no permission does not apply since the ACP / downloads / licenses. you can be?

Which Downloads are you talking about? PAFile DB or Downloads?
Did you try to empty the cache?

I've done everything, clear cache, installing everything again ... if I want to apply permissions does not work overall. but if I do like the images below if it works.
If the category already created ... select Edit Categories.
Press "Ok" and gives us the option to edit permissions.
