hello im posting this because i need help, i have a forum IPB but i found this for a friend and i like it and my question is if i chance this kind of forum i don't want lost my users, i can tranfer my users to this forum?

I do not know if it is possible, depending on the version of IPB...

Convert your IPB to phpBB 2.0.23, and upgrade after your phpBB 2.0.23 to Icy Phoenix 1.2.0.27a

You would probably be better off to look for a converter to phpBB 2.0.23 here: http://www.phpbb.com/

Then create a "dummy" conversion to phpBB 2.0.23 to ascertain what your problems may be. Maybe you won't be able to simply switch from one to the other and retain all the Db functions, as is usually the case.
