I am running 1.1.7.22 IP and having problem with html block. I created and deleted the HTML block already. I also cleaned cache, but somehow it still shows on my Forum.

Do you have access to your database? Maybe checking in there to see if the value for that un-enabled "Apples" block is deleted.
